Position: Petroleum Engineer/Project Manager Program: Orphaned Well Plugging Program Department: Department of Natural Resources Immediate Supervisor: Director of Natural Resources General Description The Osage Nation will receive qualifications for Petroleum Engineering/Project Manager services for managing duties related to the Orphaned Well Plugging Program. Duties & Responsibilities Provide professional and technical support, making recommendations relevant to oil and gas plugging operations for the Orphaned Well Program.

Reviews applications for permits to plug, ensuring that abandoned wells are properly plugged and that plugging designs will protect the environment from hazardous materials. Acts as project manager for the Orphaned Well Program by identifying the project's goals, objectives, and scope to create a project plan that outlines the tasks, timelines, and resources required. Provide guidance and expertise to staff with questions and problems related to drilling operations; collaborates with engineering and technical staff to address design, research, and testing problems; is responsible for the generation of scientifically based tribal regulations and policies; is responsible for the monitoring, reviewing, interpreting, and administering federal and tribal regulations and policies as they pertain to environmental or natural resource matters; coordinates departmental activities such as database management, GIS, GPS or other departmental functions; must have a thorough understanding of regulatory requirements; oversee timely fulfillment of permitting; review and analyze historical well records; must have a thorough understanding of downhole equipment and conditions; establish, implement, and audit safe work practices; collaborate with varying service providers; prepare well-specific technical procedures and cost estimates; provide daily technical support and oversight of field operations; perform detailed cost tracking and auditing; manage program budgeting and scheduling; develop review process for various phases of design; report on daily/weekly operational status and metrics; spearhead DOE communications; and occasionally travel to field locations.
